Publication of Rights Issue Prospectus

Rights Issue of 22,894,699 New Ordinary Shares of a nominal value of US$0.50 each at an offer price of US$1.10 per share on the basis of 5 ordinary shares for every 19 existing shares as at Record Date (26 October 2007).

Notice is hereby given that pursuant to the provisions of the Companies Act (Chapter 386 of the Laws of Malta) a Prospectus dated 1 November 2007 has been published by FIMBank p.l.c.

Shareholders of FIMBank p.l.c. as at the Record Date are hereby informed that the Prospectus and the accompanying Provisional Allotment Letters (PALs) were despatched on Friday 9 November 2007 to the addresses listed in the FIMBank shareholders' register held by the Central Securities Depository of the Malta Stock Exchange.

Any shareholder who does not receive this documentation in the coming days should contact the Company Secretary immediately at the address detailed below. The Offer opens on 19 November and closes on 30 November.
